As of Wednesday night at 11pm EST, Morthius was successfully transferred from Twisting Nether to Sisters of Elune.
It seems like the PCT issue was resolved sometime between 8pm and 11pm EST as I tried around 8pm and the average wait time was up to 7 days with no pending requests being taken.

I’ve kept an eye on the PCT forums and the ability to transfer characters has been in limbo for about 5 or 6 days now. At first, the ability to do so was completely unavailable but as of yesterday they started taking orders again.
